Groundswell Action Fund practices solidarity with movements working to defend bodily autonomy and strengthen democracy. We support grassroots organizations that organize their communities, mobilize voters, and advocate for policies that protect freedom and expand democratic participation.

Strategic Framework

Movements must have the organizational strength to withstand political attacks and shifting conditions.
We support leadership development, organizing capacity, and operational infrastructure that allow grassroots organizations to remain resilient and effective.

Communities must be able to contest for power in real time.
Groundswell Action Fund supports organizing, civic engagement, and policy advocacy that allow communities to defend bodily autonomy and democratic participation.
Build New Worlds
Movements are not only resisting harmful policies — they are shaping a new type of future.
Across the country, grassroots leaders are advancing policy ideas, governance models, and democratic innovations that reflect the needs and values of their communities. Groundswell supports experimentation and innovation that allows movements to prototype democratic alternatives and build systems grounded in collective care and shared power.
Building Power Together
Groundswell Action Fund partners with grassroots organizations organizing at the intersection of bodily autonomy and democracy.
These organizations are mobilizing voters, advocating for policy change, and building political, civic, and economic power in communities across the country.
In 2026, Groundswell works with a focused cohort of 10 partner organizations to build durable grassroots political power.
Our Partnership Model
Groundswell Action Fund partners with organizations whose work strengthens civic engagement and community organizing in their regions.
In addition to grantmaking, partners participate in shared learning spaces, strategy conversations, and opportunities to collaborate across movements and states.
Visibility and Consent
Organizations operate in different political environments and may face risks when their work becomes highly visible.
Participation in public storytelling through Groundswell’s website and communications is voluntary. Partner organizations may choose whether to be featured publicly, and some may remain unnamed.
