Political power is not built overnight. It is organized.

In 2025, as attacks on bodily autonomy, voting rights, immigrant communities, and trans people intensified, grassroots organizations were already doing the work that democracy requires. They organized voters, advanced policy, defended their communities, and built the long-term political power needed to shape elections and the future that follows them.

We are proud to share Deep Roots, Deeper Transformations: Groundswell Action Fund’s 2025 Impact Report, a look back at the final year of our Blueprint and the organizations building the political infrastructure our democracy depends on.

In 2025, Groundswell Action Fund invested more than $750,000 in direct 501(c)(4) grants and $250,000 in capacity-building support for organizations building electoral power at the intersections of bodily autonomy, democracy, racial justice, immigrant rights, and economic justice.

Since our founding in 2017, Groundswell Action Fund has moved more than $20 million to grassroots organizations.

This report tells the story of what becomes possible when organizers have the resources to lead.

In Wisconsin, Groundswell Action Fund grantees helped mobilize hundreds of thousands of voters in one of the country’s most consequential judicial elections, defeating an unprecedented attempt to buy a state Supreme Court seat. In New Mexico, grassroots leaders secured a $210 million Community Benefit Fund while protecting critical public benefits for Tribal communities. Across the country, organizations used organizing, advocacy, narrative strategy, and electoral engagement to build power where it matters most: in communities.

One lesson shaped everything we learned over the past five years: democracy is strongest when communities have the power to shape the decisions that affect their lives.

That is why Groundswell Action Fund’s next chapter focuses on deeper investments in a smaller cohort of high-impact 501(c)(4) organizations, pairing unrestricted funding with embedded capacity-building to help movements build durable political power over time.

The stakes have never been higher. Neither has the opportunity.
