Groundswell Action Fund was founded by women of color on a simple but revolutionary premise … those most excluded from democracy should be at the center of transforming it.

We strengthen U.S. movements for reproductive and social justice by resourcing intersectional electoral organizing led by women of color, low-income women, and transgender and gender non-conforming people of color.

We do this in three ways:


Groundswell Action Fund supports more than 40 grassroots organizations across the United States led by women, transgender, and gender-nonconforming people of color. These organizations work across social justice movements to usher in a new area of progressive electoral organizing and political power through transforming culture, holding elected officials accountable, and winning concrete policy changes.

Across the country, women of color – with Black women in the lead – are at the vanguard of progressive change, fighting for liberation, not just for themselves, but for all people.

Groundswell Action Fund supports some of the nation’s most effective and visionary leaders as they build the power of progressive, justice-based organizations to transform culture and shape political outcomes, including elections and public policy.

We are committed to supporting work in communities historically ignored by funders and believe that those most excluded from our democracy should be at the center of transforming it.
